Texas billionaire Dan Duncan testified before a Grand Jury last week about his recent trip to Russia hunting. It wasn’t clear as to why a U.S. Federal Grand Jury was investigating a hunt that occurred on Russian soil.

During the hunt, Duncan shot and killed a moose and a sheep from a helicopter, something that is illegal in Russia and Duncan claims he didn’t know. No charges were filed against him in Russia.

Now the Humane Society of the United States has made a public statement that they want Duncan prosecuted under the Lacey Act(pdf), a law designed to stop the trafficking of rare plants and animals. I’m not sure how that law can apply to a moose and a sheep, both legal to hunt in Russia and not endangered.
