		<description>Ha, ha! You know as well as I do that calculating any game or wildlife population is educated guessing or in some cases flat out guessing. It could very well be 6, 12 or 6000 times and I would be very curious as to what algorithmic functions they use in order to make the determination of counting 3 for every 1. Or could it be just a random number that enables them to more quickly reach that &quot;magic&quot; percentage level that &quot;requires&quot; a review of management and a possible consideration to place the bear back on the ESA list?</description>
