A person is walking down the street in a city opening possessing a hand gun. Law enforcement stops, wrestles the person to the ground, takes their gun and arrests them, stating openly, “if you see anybody carrying a gun on the streets of ____________, we’ll put them on the ground, take the gun away and then decide whether you have a right to carry it.”
