I don’t know Tom, I think he stole the plans for this from China, or received it in trade for upgraded nuclear triggers..But then it could be a peace offering from Pyongyang NK…I don’t believe for a second anyone in the US gov could draw up plans to cause a productive reaction with positive consequences..
