You might try our friends at Pacific Legal Foundation. They are one of the ones behind the lawsuit to get the water flowing. The roadblock you might run into doesn't have so much to do with you having a solution as those holding the control aren't looking for one. This is extremely political and goes way beyond the bounds of the Endangered Species Act. I would start at PLF and see what kind of response you get there.
