		<description>Giving out more tags than there are Bears is a common thing with the fish and game. It&#039;s the same with Elk or Deer as well. It&#039;s all about the money.
As far as bears three years and younger being up to 68% of the harvest is because they are the ones who come to a bait first. Young bears want to get in and out before the older mature boars come for dinner. Most hunters shoot the first legal bear they see resulting in younger bears being taken. If you want a big bear you have to learn to wait.</description>
