“None of the refuges have proven effective,” Eric Loft and Sonke Mastrup, two high-ranking Fish and Game managers, wrote in an article posted on the department’s website. “Nature’s design for animal behavior has never coincided with man’s implementation of a refuge function. Deer, among other animals, just don’t do a very good job of following legislative mandates.”
According to the California Fish and Game and the Mercury News wildlife refuges set aside a century ago for the purpose of growing and protecting populations of wildlife, have proven to be, “of little or no value in maintaining sustainable populations of deer and other wildlife.”
