If one carefully reads the Federal Regulations in Title 36 (above) you will note that hunting is actually banned in all units of the National Park System unless Congress has allowed for such activity in the park's establishment legislation or in some later legislation. Superintendents may establish hunting guidelines in their parks only if their park is one for which enabling legislation exists. But even if the enabling legislation exists hunting does not have to be activated except, again, for some parks where it is specifically stated as being intended at all legal times. Virtually all national park category areas and historical category areas have no hunting authorization whereas many recreation area category areas do authorize hunting.
